Digital transformation is the path that public administration must take in order to successfully adapt to the changes taking place in society. Global experience shows that technology can significantly reduce the burden and costs of public services. However, before integrating technology into public procurement, it is necessary to understand the processes that are required to be digitized. Regional exchange of knowledge and ideas, but also regional connection is of inestimable importance for the successful transformation of the process.
The City of Sarajevo and the Verlab Institute are organizing a conference called "Raising awareness of the importance of digital transformation of public administration".
In front of the City of Sarajevo, as the host of the event, the welcoming speech will be led by Dr. Benjamina Karić – Mayor of the City of Sarajevo. She is the youngest doctor of legal sciences in Bosnia and Herzegovina and the first post-war doctor of classical Roman law. She actively speaks English and German. Author of over fifty publications, books, articles, as well as translations and presentations. She passed all academic titles, from demonstrator, assistant, senior assistant and assistant professor. She is employed at the Faculty of Law of the University of Travnik, as an assistant professor, at the Department of History of the State and Law. Since 2019, she has held the position of vice dean for teaching. She is the head of the Quality Committee at the Faculty of Law. She is the recipient of several awards for her outstanding commitment and contribution to the development of teaching and scientific activities. At the Faculty of Law of the International University in Sarajevo, she was engaged as an expert in practice.
Prof. dr. Aleksandra Nikolić, Minister of Higher Education in the Government of Sarajevo Canton, will deliver the opening speech. She is recognized as a very active specialist and expert, both in BiH and in the wider international environment.
Invited speakers are Prof. dr. Sanja Damjanović and MSc. Marta Arsovska Tomovska, who will hold lectures on the topics of digitization of public administration.
Prof. dr. Sanja Damjanović - She is a scientist-physicist by profession and has worked for more than twenty years in renowned international research institutes, CERN in Geneva, Switzerland and GSI in Darmstadt, Germany. She received her doctorate at Ruprecht-Karls University in Heidelberg, Germany, after which she obtained a position at CERN and was integrated in international teams in the field of high-energy nuclear physics. From December 2016 to 2020, she served as Minister of Science in the 41st Government of Montenegro. One of her prominent contributions to the political orientation of Montenegro towards the EU is the adoption of the Smart Specialization Strategy (S3.me), which was officially approved by the European Commission in 2019, and Montenegro became the first country outside the EU to formally adopt this important development strategy. From January 2021, she is permanently employed at the GSI Institute in Darmstadt, Germany.
MSc. Marta Arsovska Tomovska - Director of the Public Administration Reform Team in the Cabinet of the Prime Minister of the Government of the Republic of Serbia. Previously, she was the Macedonian Minister for Information and Communication Technologies and Public Administration and a C-level manager in several companies in the IT and telecommunications industry. She is considered one of the pioneers of Internet access in the Western Balkans, leading one of the first Internet providers and several cybersecurity initiatives. Marta is a member of the Executive Board of the Framework Organization of the UN World Summit Awards. Certified by the UN ITU to build national digital innovation ecosystems, she now advises governments, organizations and corporations on digital transformation and innovation.
In front of the Verlab Institute, as one of the organizers of the event, Assoc. Lejla Gurbeta Pokvić – Director of the Verlab Institute and assistant professor at the International Burch University. In addition, she is active internationally as an associate at the University of Warwick - Great Britain and an associate of the Division for Clinical Engineering at the International Organization for Medical and Biological Engineering (IFMBE). Also, from 2020, she was elected as a Councilor in the European Alliance for Medical and Biological Engineering and Science (EAMBES). In addition to professional challenges, she is also focused on the education and motivation of young people through numerous events organized in the non-governmental sector. Actively works on writing and implementing social and professional projects in the field of biomedical engineering. He is the secretary of the Society for Medical and Biological Engineering, and co-chairman of the International Conference for Medical and Biological Engineering in Bosnia and Herzegovina (www.cmbebih.com).
The Ministry of Science, Higher Education and Youth of Sarajevo Canton and the Society for Medical and Biological Engineering in Bosnia and Herzegovina made a significant contribution and support in holding this Conference.
Konferencija: "Podizanje svijesti o važnosti digitalne transformacije u javnoj upravi"
Digitalna transformacija je put kojim javna uprava mora krenuti kako bi se uspješno prilagodila promjenama koje se događaju u društvu. Globalna iskustva ukazuju da tehnologija može značajno smanjiti opterećenje I troškove javnih usluga. Ipak, prije integracije tehnologije u javnu uptavu neophodno je razumijeti procese koji se trebaju digitalizirati. Regionalna razmjena znanja I ideja, ali I regionalno povezivanje od neprocjenjivog je značaja za uspješnu transformaciju procesa.
Grad Sarajevo i Verlab Institut organizuju konferenciju pod nazivom “Podizanje svijesti o važnosti digitalne transformacije javne uprave”.
Ispred Grada Sarajeva, kao domaćina događaja pozdravnu riječ će voditi doc.dr. Benjamina Karić – Gradonačelnica Grada Sarajeva. Najmlađi je doktor pravnih nauka u Bosni i Hercegovini i prvi poslijeratni doktor klasičnog rimskog prava. Aktivno govori engleski i njemački jezik. Autor je preko pedeset publikacija, knjiga, članaka, te prijevoda i prikaza. Prošla je sva akademska zvanja, od demonstratora, asistenta, višeg asistenta i docenta. Zaposlena je na Pravnom fakultetu Univerziteta u Travniku, u svojstvu docenta, na katedri za Historiju države i prava. Od 2019. godine obnaša funkciju prodekana za nastavu. Voditelj je Odbora za kvalitet na Pravnom fakultetu. Dobitnica je nekoliko priznanja za izuzetno zalaganje i doprinos u razvoju nastavne i naučne djelatnosti. Na Pravnom fakultetu Internacionalnog Univerziteta u Sarajevu angažirana je u svojstvu eksperta u praksi.
Prof.dr. Aleksandra Nikolić, ministrica visokog obrazovanja u Vladi Kantona Sarajevo će održati uvodnu riječ. Prepoznata je kao vrlo aktivan stručnjak i ekspert, kako na području BiH, tako i u širem međunarodnom okruženju. Upravo zbog takvog imidža Nikolić je 2016. godine od strane EU komisije imenovana za člana BiH HERE tima (Higher Education Reform Experts).
Pozvani predavači su prof.dr. Sanja Damjanović i Mr.sc. Marta Arsovska Tomovska koje će održati predavanja na teme digitalizacije javne uprave.
Prof.dr. Sanja Damjanović - Po profesiji je naučnica – fizičarka i više od dvadeset godina radi u renomiranim međunarodnim istraživačkim institutima, CERN-u u Ženevi, Švajcarskoj i GSI-u u Darmštadtu, Njemačkoj. Doktorirala je na ‘Ruprecht-Karls’ Univerzitetu u Hajdelbergu, Njemačkoj nakon čega je stekla poziciju u CERN-u i bila integrisana u međunarodnim timovima u oblasti nuklearne fizike visokih energija. Od decembra 2016. do 2020. godine obavljala je funkciju ministarke nauke u 41. Vladi Crne Gore. Jedan od njenih istaknutih doprinosa političkom usmjeravanju Crne Gore ka EU je usvajanje Strategije pametne specijalizacije (S3.me), koju je Evropska komisija zvanično odobrila 2019. godine, a Crna Gora je postala prva zemlja van EU koja je formalno usvojila ovu važnu razvojnu strategiju. Od januara 2021. za stalno je zaposlena u GSI institutu u Darmštadtu, Njemačkoj.
Mr.sc. Marta Arsovska Tomovska - Direktorica Tima za reformu javne uprave u Kabinetu premijera Vlade Republike Srbije. Prethodno je bila makedonski ministar za informacione i komunikacione tehnologije i javnu upravu i rukovodilac na nivou C u nekoliko kompanija u IT i telekomunikacionoj industriji. Ona se smatra jednim od pionira pristupa internetu na Zapadnom Balkanu, vodeći jedan od prvih Internet provajdera i nekoliko inicijativa za sajber sigurnost. Marta je član Izvršnog odbora Okvirne organizacije UN Vorld Summit Avards. Sertifikovana od strane UN-ove ITU za izgradnju nacionalnih ekosistema digitalnih inovacija, ona sada savetuje vlade, organizacije i korporacije o digitalnoj transformaciji i inovacijama.
Ispred Verlab Instituta, kao jednog od organizatora događaja doc.dr. Lejla Gurbeta Pokvić – Direktorica Verlab Instituta i docent na Internacionalnom Burch Univerzitetu. Pored toga aktivna na međunarodnom nivou kao saradnica na Univerzitetu u Warwicku – Velika Britanija i saradnica divizije za klinički inžinjering pri Međunarodnoj organizaciji za medicinski i biološki inžinjering (IFMBE). Također, od 2020. godine izabrana je i kao Vijećnik u Europsku alijansu za medicinski i biološki inžinjering i nauku (EAMBES). Pored profesionalnih izazova, fokusirana je i na edukaciju i motivaciju mladih ljudi kroz brojne događaje organizovane u nevladinom sektoru. Aktivno radi na pisanju i implementaciji društvenih i stručnih projekata u oblasti biomedicinskog inžinjeringa. Sekretar je Društva za medicinski i biološki inžinjering, te do-predsjedavajući Međunarodne konferencije za medicinski i biološki inžinjering u Bosni i Hercegovini (www.cmbebih.com).
Značajan doprinos i podršku u održavanju ove Konferencije je dalo Ministarstvo za nauku, visoko obrazovanje i mlade Kantona Sarajevo i Društvo za medicinski i biološki inžinjering u Bosni i Hercegovini.
